Horizon is Selected by MPUVNL to Deliver Rooftop Solar Across Government Infrastructure in Madhya Pradesh

Bhopal, April 2026 — Horizon RESCO Energy Pvt. Ltd. has been selected by Madhya Pradesh Urja Vikas Nigam Limited for the deployment of rooftop solar projects across government buildings in Madhya Pradesh under the PM Surya Ghar: Muft Bijli Yojana.

The agreement was formalised in the presence of Hon’ble Minister for New and Renewable Energy, Rakesh Shukla, along with senior state officials and departmental representatives.

As part of its awarded scope, Horizon will deploy approximately 14.63 MW of rooftop solar capacity across 218 government buildings, including 13.50 MW across 199 buildings in Bhopal and 1.129 MW across 19 buildings in Seoni. These installations span critical public infrastructure such as hospitals, public health facilities, police establishments, and institutional buildings. Initial projects under this programme include installations at the Police Training Centre, Shyamla Hills (185 kW), District Hospital, Bairagarh (100 kW), and New Central Jail (370 kW).

The initiative is part of a larger statewide rollout led by MPUVNL, which has issued tenders for approximately 48 MW of rooftop solar capacity across ~1,300 government buildings spanning 55 districts

Projects are being executed under the RESCO (Renewable Energy Service Company) model, wherein Horizon will undertake end-to-end responsibility for design, installation, and operations & maintenance for a period of 25 years. This enables government institutions to adopt solar energy with zero upfront investment, paying only for electricity consumed at pre-determined tariffs, for instance, approximately ₹3.78 per unit in Bhopal, with discovered tariffs across districts ranging between ₹3.40 to ₹4.01 per unit

Horizon’s participation marks a significant step toward scaling distributed solar adoption across critical public infrastructure, delivering long-term sustainability and cost efficiency.
